It has to be done in the same town, make sure you buy or raid a hotel and take it over, once that is done you need to fullfill these criteias for the achievement to unlock:
-Two Pair - own two pairs of two different kinds of rackets;
-Three of a Kind - you must have three businesses of the same kind;
-Full House - own three buildings of one kind and two of a different kind;
-Straight - own one business of each type;
-Five of a kind - you must have five businesses of the same kind.

exactly, but because there was a glitch were u can sell ur rackets and still gain their money this sounded like something needed to be planned, but now, if u r playing the game legit, it should come naturally i suppose :)
