Empire of Sin

It is better to go for this achievement while playing a longer game with more neighborhoods, and preferably on Easy, as there's no difficulty requirement. There also doesn't seem to be a requirement to play as a certain character as I got this achievement playing as Al Capone.

• Get yourself some safe space, make yourself some money and get ahead as by the time I got this I got I was making close to 30k a week.

• Hire at least 1 "Fixer" from the black book, or through recruiting them off the street if you're lucky. Doing that should allow you to build Loan Shark rackets.

• Look for Large Rackets where you don't have any other Loan Sharks in the Precinct (as you can't build two Loan Sharks in the same District) and save up the $100k for the initial investment. Or save up 20k for a Medium Racket, the payout will be less of course, but not every precinct will have a Large Racket.

Do that a few more times, upgrading as you go and keeping them safe and it will eventually pop
