Maggie is leader of the White City Circus, so you'll need to target them for this. Her and her gang won't always spawn in with certain settings, so if you need or want this cheevo then reset if she doesn't spawn
You'll want to declare war on the White City Circus and begin to take their rackets and kill their gang members. Do this until their safehouse is revealed. Before charging in, I'd suggest saving as its going to be a hard fight. Kill all White City gangsters in there (killing only Maggie and fleeing doesn't count anymore) and then you should get it. Don't worry if you kill her and don't get it mid fight as it only unlocks AFTER the fight is done.
