I found an alleyway and used Maria w/ lowest Tommy gun and the doctor. The main thing is to make sure both are in a position that is hittable but 10% or less. I had an exact 10% chance and got this using Maria's sweep.

Just want to add that shotguns work good as well. They have poor range so you don’t have to be that far away to get 10% or less. This is mainly for end game situations where your characters are super powerful and it’s almost impossible to get 10% or less chance with any other weapon class
