Taking over a neighborhood means holding a majority of the available property in an area. There are multiple ways to go about this I will cover.
You can simply buy buildings or fight thugs in buildings and then spend the cash to take them over, or you can go to war with a gang and take their buildings. Going to war is the easiest and quickest way to get property, but it also has the obvious danger of losing gang members or your own property. Minor gangs would be preferable for this, but major gangs can also be fought, though the fights will be harder.
