Pretty easy, had my chars at about 17 and golem at 20. I had all chars with 1 hp and 1 ep cuz I had been running from all the random battles in the cave. So, if your people are fully healed this should be no prob. I had Reiger at point, followed by Karin behind him and Atsuma behind her, this way you cannot be knocked back and the Minotaur only really stays up close (at least with me he did). Have Karin heal him, have Reiger use barrier and any attack and Atsuma use EX and Wave if possible.

To beat him use Karin to Heal. Use Raigar's Strongest attack and use both of Atsuma's EX attacks but make sure he uses the thing to power him up. Its a real easy fight if you do all this.
