This is currently unobtainable at the moment. In the update of June 2024 they fixed a number of things but as it stands Fassie's quest is broken. The quest in question is his second quest which is to buy a cocktail recipe from the merchant in the security sector. However this is bugged as the merchant does not sell the recipe even after several runs and refreshes of inventory. Will update if fixed or completed.

this is sooo frustrating and takes out the motivation to go for other grind achievements - :(
