To complete Tonic's challenge you must first free him from the Gungeon. Whilst playing naturally you will come across gold keys which means when you find a gold key, there will be a jail cell with a random npc on the same level. Simply unlock the cell with the gold key and speak to the npc and he/she will move to the breach. A good trick for this is to abuse the other gamemode modifiers.
Gunslinger, rainbow mode, and blessed mode make this very easy
You constantly swap guns with blessing active, and gunslinger's passive ability gets *heavy* use because of this.
Your items from the rainbow chest should always be passives, which you can stack with always having a strong gun. Got it first try using this method.

Went through the gungeon on turbo mode, killed the dragun. No achievement. I did unlock the crisis stone but not the achievement
