Ok here is solutions to each lvl upto lvl24. This may not give all3 stars but I think it more or less will
1. 1+1=2
2. 2+2=4
3. 3+5=8
4. 1+2=3
5. 1+2=3 (3=3) * brackets indicate numbers reading downward
6. 1+7=8 (3=3)
7. 7=5+2 (3=3)
8. 5+5=10
9. 5-3=2
10. 3+3-3=3
11. 3+4=7 (8=1+7)
12. 9+1=10
13. 12+11=23
14. 68+3=71 (50=50)
15. 7+8=15
16. 101=101 (110=110) or any combination of these numbers
17. 1=1=1 (2=2)(3=3)
18. 3+9=012
19. 2+1=3 (8=1+7)
20. 8+5=13
21. (5=8-3=5) 4=4 7=7
22. Move the 9 to bottom left corner, then swap the 7 and =
23. 1+1=2 4=3+1 4=1+3 (2+1=3)(4=4)
24. 1+2=3 (5=2+3)
