You should earn this through natural progression, although it is technically possible to miss.
Simply achieve 25 pistol headshot kills to earn this achievement. It should take around 2 well placed shots to kill a normal zombie or infected, obviously you're going to want to finish them with headshots.
You will know if the kill counts because the game will slow down and the zombies head will explode.
- It can be done with either the regular pistol or the silenced pistol.
- I do believe the kills carry over into NG+
- There is a lot of pistol ammo to be found in the "Underwater Labs" DLC which is free on the Marketplace.
- A lot of pistol headshots can be earned in the games opening prologue.

I would like to add that if you see a zombie lying on the ground that you haven't killed (most likely the ones that look like doctors) shoot them in the head as well, the first shot will bring them to life and the other shot quickly ending that life. It not only counts towards the headshots but also helps eliminate zombies for the way back.

Like the achievement description says, just get 25 headshots with the pistol. It usually takes 2-4 shots to the head to kill a zombie. If you get the upgraded pistol you can shoot from a distance without zombies finding out your position as the gun has a silencer.
