You only need to play the first 10 levels for this achievement if you can gold chip them all. Here's a guide showing you how to do that:

I have put a video of a guide together covering how to get the whole 1000G for the game. This includes a walkthrough of every level needed. (apologies in advance for the music, editing software had a meltdown).

This one did not unlock for me even know I had unlocked 3 skins.

The same thing happened to me. I played the game again, and the unlock at level 3.
