Emerald Maw is a legendary relic weapon from Echoes of Eternity:
This achievement requires playing Emerald Maw, then getting your armor to 15 or more before the start of your next turn. When you play this relic weapon, your armor is reset to 9 so you cannot build up in advance.

Just a correction, you can build up armor in advance. Your armor resets if you play a relic weapon when you already have a relic weapon in play, so you can't play relic weapons onto each other to gain armor but anything else works.
As long as you have 15 or more armor at the start of the next turn, when Emerald Maw is sacrificed and the Incarnation is created, it will have 15 or more strength and the achievement will unlock at the end of the match.

For some reason this glitched for me I. Popped in game but not on xbox. I'm sad now

Did you pop it on mobile / PC? Any unlocked there won't unlock on XBox (even though it would be simple to code it that way).
