Technically this achievement is unlocked after beating the final boss at the end of double reed tower, but since its mostly cutscenes and then yet ANOTHER boss to fight, it doesn't unlock until the same time as Heaven's Mirror.
So, in short, this achievement won't pop up immediately after completing the chapter, but just give it a few minutes, beat the FINAL boss (not saying who it is incase you haven't played through for the first time yet) and it's a two-fer.
