Start a War with a country with no army or a very small one. Then win the war without attacking or get attacked by the countries army. Allies may fight each others but you may not.
if you have large enough army the enemy usually flees to a nearby province and as long as the enemy provinces are occupied the havoc the small army may do to your country is rarely have any effect as long as you own all provinces that army isn't standing on.
You can actually win a war by simply blockading the enemy ports. as long as you get your war score high enough for a win any means except battles are acceptable.
Ottomans starts with plenty of small countries suitable for this achievement but their is plenty of valid choices for this one and one is bound to open up independent what country you pick up during normal game play.
