You can use a Drone Override item when surrounded by 5 drones to get this but it's tricky knowing exactly how many are in range and surviving attack by that many.
I gave up trying that. In the Colonial Gunship I upgraded the Drone skill to level 3 which allowed me to have 3 drones of my own active at once. I then played until I was attacked by 2 Outlaw drones, allowed them to come closer and used a Drone Override. I then deployed 3 of my drones quickly and the chievo popped.

Great tips. Got very first try. I was 45 hours in before I even tried using drove overide.

If you don't want to upgrade the Colonial Ship and keep your credits for another ship/perk, you can find an outlaw Drone Server (4 unactive Drones). It quite common from sector 3 and after.
You just have to prepare another Drone (whatever you have - I used a shield Drone). Go to the Drone Server and use Drone Override. Achievement unlocked !
Sensory Overload enhancement helps to locate Drone server, but it's optional.

Easiest way to do this is to convert the four drones of a Okkar corvet with the consumable device "Drone Override", two come equipped in the Colonial Scout's A loadout.
