You have to recruit one henchman to progress the game. In the side stories menu, henchman quests will appear as you complete main story. Simply recruit any 5. Whoever you don't choose for the story can be recruited later. DLC characters count for this achievement.

Janet Bombe (The Fan) - Eli Barracuda (The Son) - Jubei (The Swordsman) - IRIS (The Computer)

Pyro (And potentialy other DLC henchmen) does not count towards this. This would not pop for me untill I killed him off and replaced hm.

There must be 5 crime bosses and there must be no special agents like agent x or Bola or Atomic Olga.
