This is story related. Progress until game asks you to recruit the minion type. Once you bring them to your lair and question them, build their trainer and using Minion management set the number you want. After one has trained achievement pops.

Can this be done in the tutorial set up ?, I’ve been playing for hours and still no option to recruit certain minions
