Evil Genius 2: World Domination

As you progress through the game you will unlock side missions that allow you to train different types of minions. After you have trained valets, a side mission will appear to kidnap a spin doctor from the world stage. Once you have captured them, you need to interrogate them. This allows you to build a training unit for them in your training lab. Once you have trained your first spin doctor the achievement should pop.
