How to unlock the Corruptible achievement in Evil Genius 2: World Domination - Definitive Guide

Progress the story till you have all minion types unlocked and all Global Ops researched.
On EASY you need 138 broadcast strength. 69 Advanced Radio Repeaters as they give 2 broadcast and you can build 4 in similar space as the Holo globe. Though 65 if you have completed all research.
Build a big enough control room, get the required broadcast strength, open world map and upgrade all 23 regions to level 4. You'll need a fair few minions and intel.
