I was stressing about this one for a while . Turns out any J.Steele spy can trigger this achievement.. they just have to die in a shark tank.. I personally built a corridor full of them leading to nowhere . Because as long as there is another door they want to keep investigating .. hope this helps guys and gals.

Can you give more details? I've had loads of J. Steele spies die in shark tanks, but still no cheevo.
