You need to have a play through as the evil genius Ivan. While playing, go to the world stage and lure Atomic Olga (she does also arrive naturally).

Select Ivan, then hover over Atomic Olga and press X. Ping!

Can confirm that it's enough to only command Ivan to attack Olga in your lair.
