This is grindy. The Agents need to show the door symbol and leave on the boat for it to count. Eli's Silver Tongue ability is helpful to drain resolve and get them to leave quicker.

So having completed all 4 campaigns I still hadn't got this. This is how I did get it...eventually.

Expand your Casino area when you start. You can wall all but one external door so do this. Create a set of paths using walls to funnel agents back and forth. Using the roulette tables and pianos (once unlocked), place them against the walls. One on the top wall then next one on the bottom. This stops agents walking right past as their pathing makes them zig-zag. I had 4 corridors of this lay out before reaching my base.

Progress until you have all deception minions (valet, Socialite etc) then delete all your criminal networks.

Build a single criminal network in each of the Forces of Justice (Eastern PATRIOT, Southern SMASH etc). This stops the heat rising above 50 and the agents stay low quality. Train Valets for the tables (I had about 30 valets by this point), 10-15 of the other deception minions and simply made sure I had enough gold and waited. Since beds, food tables and morale equipment isn't suspicious build them on the edges of the casino so staff don't travel far. Using the tag set the whole Casino green for DISTRACTION. This will make your staff actively target agents and drain their resolve. Hope this helps. Sure someone has a video that shows this. I dunno how to do that.

When the minions escort the intruders out of the base interior and back into the casino, it deals 20 Resolve damage. Does that count toward the achievement if it hits zero from that or does the final bit of damage NEED to be from the casino distractions?

Unsure but to be safe ASSUME it has to be the Casino or Deception minions/hench people in the casino.

Does playing on a certain difficulty affect the strength of agents despite the Amount of networks? I’m on my last Hard run with Emma, and my only 2 achievements remaining being this one and beating it with Emma on Hard.

My Casino is huge and windy, and even with “excellent” strength agents, I can on average deter successfully 2-3 out of a group of 5. However, in like 50% of those successful cases, they step into the lair for a brief moment before being “escorted” right back into casino.

In other words, despite my Casino being like 2 miles long in winding pathways and like 96 Deception Minions, this is still proving very difficult.

Hence why I ask if difficulty can help ease the grind…?

Didn't really understand the struggle. I made it in my first playthrough (medium difficulty, Max as a mastermind, the Gold Crown island). It unlocked almost at the end of the playthrough, so it takes time.

You can also utilize other henchmen to great advantage.

Fugu can throw a blowfish which will damage both health and resolve. Throw it at a line of investigators coming out of their speedboat or coming through an elevator which should catch them all in the blast radius if aimed right. She can also poison a single target which will also damage health and resolve but be careful not to accidentally kill them by lowering the health too much. Clara's first skill damages resolve on a single target. Incendio has an AoE skill which also damages resolve.

In my run, I had Eli, Clara and Fugu as henchmen and Emma as the evil genius. First I'd greet the agents with Fugu by throwing the blowfish as they'd leave their boats. Then I'd use Emma's special skill to recharge henchmen abilities on Fugu so she can throw another blowfish while the investigators are skill in their conga-line. The rest of the time is just using Clara, Eli and Fugu's abilities on each investigators to reduce resolve to zero.

I made the mistake of trying to finish this while I was on my hard playthrough so the agent lvl was on 7 even with very low heat (like 4 or 5), which meant they had like 200 resolve. Each wave of 5 agents took about 5-7 minutes. Don't know if Easy mode has easier levels of agents as I never played on easy.
