Easiest way I found to do this was to create an Advanced lobby with max daytime and nighttime timers with myself playing solo. I drew a villager role and completed 3 quests (4 quests ends the game) and then jumped off top of the tower onto the trap door in the fortress in order to turn into a ghost. Then as a ghost I completed around 5-6 ghost quests to complete the circle and had the achievement pop afterwards.

This one can be a bit tricky, but basically you have to be the final ghost to turn in a quest that completes the blue citizen task bar for the win of the game for the achievement to unlock!
