For this achievement, you need to be voted into the cage by the majority of players & have the vote end in a tie.
Once in the cage, you'll need to have an equal amount of players on the red & blue tiles outside of the cage before the voting time period ends, if accomplished, you'll be let out of the cage because of a tie-vote
It's worth noting that, if an equal amount of people are on each tile, but one of them is a mayor then you'll be voted in favor of the tile they are on as the major role has a passive ability that gives them an extra vote
The achievement should pop once the game ends, if the game disconnects you'll risk the achievement not unlocking.
