The description of this achievement is a little vague
The mayor has a passive ability that grants them an extra vote during voting periods, to get this achievement you need to vote a player into the cage & have an equal amount of players on the red & blue tiles outside of the cage (including yourself), because you're the mayor, the vote will swing in the favor of the side you're currently on
The achievement will pop once the game finishes.
