This is unlocked in Evoland II.
First of all, you'll have to go through the main storyline in the Past to get the Fragment of Earth, and win the Demonia War. After that you'll have to go to the Future, and return to the ruins on the northern continent. They will teleport you to the Guardian Iggrit, who will power up Menos to level 3 when you give him 3 Maana.
