This is unlocked in Evoland II.
You'll find the Guardian Skadi in the Wiking Tunnel, which you reach by going to the small ice cave on the world map to the south east in the Future. You'll need the Flying Machine to reach it. Once there enter the cave, and use the Magilith to go to the Past, leave the cave and enter the little Wiking Village to the west. After entering the Wiking Tunnel, you'll find Skadi on the right side of the tunnel, where once again you'll need 3 Maana to level Velvet to level 3.
