I was able to find an upgrade stash on the level Nearby Areas on Little Colorado.
Make sure you get the metal detector before going into the mission. One of the three locations should have an upgrade part next to the objective you have to get.

I had to use the Don 71 vehicle to get the option for the metal detector if that helps anyone.
