QUALIFYING
For a car setup, I used the fastest engineer provided setup qualified as 'adaptable'. I found that it really helps with attacking the chicanes and hairpins. Your driving style may be different. Of course I used the option tyres.
To qualify on pole you will probably need a lap time just under two minutes. When I attempted this, Alonso pulled a 1:19.989, then once I got a 1:19.597 I just advanced the time, now I'm sitting on Pole. Half the critera for satisfying the achievement were met.

RACE
I stuck with the default tyre strategy (20% race length, 16 laps, Option tyres laps 1-5, Prime laps 6-16). As I was racing on Easy I had four recoveries, however I only allowed myself one recovery between the start and first pit stop. After the first pit stop there was some traffic (I was in third) but it was no big deal. On lap 15/16 I pulled a 1:18.333 in traffic.
The achievement unlocked between the end of the race and the beginning of the press conference. Once you get this, you're also one win closer to the schuperb achievement.
Monaco is a very challenging track. From extreme corners, to tough pitting, this track can kick your butt. Heavy Rain track setting is a great equalizer.
With all assists on including the noob line and auto braking, etc. I set up a Grand Prix Race at Monaco in heavy rain with 20% laps and a long race weekend. I kept the Line on all the time so it would be easier to see the track, even in traffic. The AI was also set on Amature, and all the sim settings were off. I too chose the fastest Dry setting from the engineer. I tweeked the gear box setting to increase top and bottom-end but that is my preference.
By following the line and in heavy rain your times should be from 3 to 8 seconds faster than your competition in practice, qualifying and on race day. Because the AI seems to be less agressive in heavy rain conditions, it is a lot easier to get all the fastest practice lap, sector times and capture the pole. During the race, because you are in rain, you don't have to pit, so the pit glitch is nulified.
I was able to get 5 chevos while trying to get this one. When it was all done, I was able to get: Rain Meister-You won a single player Grand Prix of 20% distance or higher in heavy rain, Full house-You were fastest in practice, qualified on pole and finished first in a single player event, Made perfect-You placed first at the end of all 3 Practice Sessions of a race weekend, Clean sweep-You qualified in pole position with the fastest time in each sector in a single player game.
I reloaded with the same settings, went right to race so I would be in 24th spot in the grid and got: Against all odds-You won a single player race after starting in last place.
Bottom-line, on one of the toughest tracks in the game I was able to score 6 achievements.

I used the Red Bull's Vettel, which is normally the racer fastest on pole and you'll have one less enemy.
With this configuration I got 1: 25,238 on the first attempt by a 1: 28,396 Webber ended up in second place.
With the amateur dificult, the pole position put up one lap with rain without you ahead and with 4 flashbacks is very easy.

Monaco is quite technical and very narrow, so take advantage of the practice session prior to qualifying. Turn on the race line to assist you with learning the braking points and some of the more difficult corners.
You need to race at Monaco and take pole position and the race victory over the course of the weekend. The settings of the race don't matter. You can put it on easy and 1 lap if you are having any trouble.
