The Time Attack scenarios can be found in the Proving Grounds section on the main menu. There are six Time Attack senarios that you have to complete: Valencia (Clear) Silverstone (Heavy Rain) Hockenheim (Light Rain) Suzuka (Clear) New Delhi (Clear) and Austin (Clear).
Simply run one lap in each scenario, post a time and the 10 gamerscore is yours.
