Select quick race (no qualifying, 3 laps) and then in the pre-race settings setup a custom time of day as well as custom weather programme. Complete the race for both achievements.

Head to Quick Race > any track + team + driver > weather & time of day > customise session start time (any will do). Then complete the race.
