This is the same Achievement as the one from F1 2017:
The Top that! achievement in F1 2017 worth 56 pointsSet the fastest time in all three Practice sessions, take pole position and win the Grand Prix
This can be done in any game mode where you can complete a "full" set of Practice sessions (which contains FP1, FP2 and FP3).
An easy way to do it however is through Grand Prix.
Pick whichever car/driver/track you like.
In the race settings, you can change a few to make things easier/quicker:
> Weather: Clear
> Race Length: 3 Laps
> Qualifying: One-Shot Qualifying
> Rules and Flags: Off
> AI Difficulty: 0 (Very Easy)
Begin your race weekend with free practice 1 and set a Flying Lap. If you're quick enough you'll be in 1st place.
From here you can either Retire from Session if you're confident enough in your laptime, or head back to the garage and Fast-Forward time to the end. If at any point you get knocked off the top spot, run another (faster) Flying lap and continue.
Repeat this process for all 3 practice sessions and then proceed to Qualifying, where you need to set the fastest time.
After this is the race, and once you win it the Achievement will unlock.

This can be done in any offline mode, but you should be getting this naturally during your career. Simply set the fastest lap time in all three practice settings, the qualification session and then proceed to win the race to obtain this trophy.
