The system remains largely unchanged from F1 2017, so the solution to this still applies (copied below):
To do this you will need to take part in Private and Public Multiplayer races, and earn XP after each one.
You earn XP for doing various things, such as:
> Finishing a race.
> Finishing in the top half of the field.

> Having a penalty-free race.

Idle Boosting Method
If you have played the Online Multiplayer for F1 2017, and used this method, then you'll be pleased to know, that you can do the same for F1 2018 as well, if you wish to Idle the game to get your XP done for this game.
In addition, another advantage to this game as well, is that you only need to reach Level 25 in Multiplayer. You do not have to get to Level 50 in this game, making it less time-consuming to complete.
At the time of me writing this Solution which is around 2020, the Online Community for this game is pretty much low. Close to dead. I had a couple of Random Players, playing through this game with me in Multiplayer, but it's not very common. Most of the time, I was left on my own, with a Dummy Account.
Basically in order for you to do this Method, you will either need a minimum of yourself and a Partner, willing to go forth and get the XP needed towards this Achievement. Or you will need at least 2 XBox One Consoles and 2 Copies of the game. Personally I recommend the Double Box Method with a Dummy account, as that would be the best strategy, so I will explain the remainder of this Solution as if you we're using a Dummy Account. But it does also work if you have a Partner wanting to get the Achievements as well as yourself.
My Advice First - Go For The Other Multiplayer Achievements
If you intend on getting all of the Multiplayer Achievements done for this game. I strongly recommend you go for them first, before you tackle the Level 25 Achievement. You will gain XP towards the Level 25 Achievement, whilst you work on the other Misc related Online Achievements. With this in mind, I will give you some Tips & Advice on how to Organize yourself, until you reach the point where your only left with getting to Level 25 in the game.
Objective 1: Skill Rating Achievements
In order to get these Achievements. You need to get a Skill Rating in Online Multiplayer. These are "Only" awarded in "Ranked" Matches. As such I recommend you keep on doing Ranked Matches in this game with yourself and your dummy account, until you unlock the above Achievements. Then you can switch Game Modes.
From the Main Menu of the game, you will need to go into "Multiplayer", then you will need to choose "Ranked". You will then be given a Ruleset Choice. You can either do 5 Laps, or 25%. You need to choose 25%. The reason is because the Races in this Ruleset are longer than 5 Laps, and you won't get many Randoms joining this game mode. Once you've got both accounts ready, press and the game will start searching for each other. If you have both found each other, you and your Dummy should get the same message, so just click "Join Session".
Now in the Lobby, there will be a choice of 4 Tracks to choose from. Whichever one gets the most Votes, is the Winner. You need to Vote for a Track with both Accounts to speed up the waiting time in the Lobby. Once the Vote has been completed, after a short moment, you can then press on both Controllers to "Ready Up". Then the Track will start loading. The reason you want to do this quickly is because once a Random joins a Game that's in Race In Progress, they will have to be a Spectator until the next race begins. And not many people will be patient enough to wait for you to perform so many Laps around the track.
Qualification
Every Race you take part in for Ranked Matches, always has a One-Shot Qualifying Race. This is basically a One Lap Practice Run to see which if you will get the best time. As you are both not Racing at all, on both Controllers for both accounts, you just need to press the button, then choose "Retire From Session". Confirm this and you will both get XP for taking part in the Race. It won't be much.
The Actual Race
Now for the actual Race, you just need to wait until the Race starts. Once the Race begins, all you have to do with your Main Account is press the button, on your Controller to Pause the game. Once the Sub Menu appears, keep the game Paused at all times. What happens here is when you Pause the game in an Online Multiplayer Race, the Game will put your Driver into AI Mode, making the AI do all the work, of driving around the Circuit and do the Laps for you. The AI will not crash, giving you guaranteed success in completing the race and with this in mind, as long as you are still in that Race, you are guaranteed to get XP.
For the Dummy Account, you need to do the same. But the trick here is either let the Timer go down around 3 Seconds or less of Idling, then press the button on your Controller to prevent your Dummy from getting Disqualified for Idling too long, and awarded the Black Flag. Your pretty much doing this to give your Main Account a Distance lead from the Dummy Account, so that your Main Account gets a Win, and the most XP between the 2 of you.
Tip: Alternatively, if you want to make sure that your Dummy account doesn't overtake your Main Account whilst they both Idling, when the race begins, you can make the Dummy Account crash into the Wall a couple times and press . Or you can damage the Front Wings of the Vehicle, then press straight after. This alone will cause the vehicle to slow down to a great extend. Should your Dummy Account get Disqualified by mistake, then you will still get XP for your Main Account.
To get the Safety Rating Achievements. You basically need to Complete Ranked Matches, without Crashing your Vehicle at all. The more Races you complete like this, the more closer you will get, towards those Achievements. You only have to do a handful of Races to progress towards them. Now after each Race, you will be updated on how well you have done towards the Skill Rating Achievements, and possibly earning a Grade out of it. But of-course, the AI will do the work for you, so there is no potential worry of how good or bad as a Driver you are.
Once you have met the requirement for the Achievements though, they may not unlock for you straight away. What I did to get them to unlock, was start-up another race. Then after I Retired from the Qualification part, the Achievements unlocked for both me and my Dummy account, since they both done the Achievements requirements, at the exact same time.
Finally, you should also get this Online Multiplayer Achievement, alongside some other Misc Achievements as well, as you progress towards the Skill Rating Achievements in this game.
Objective 2: Un-Ranked Races And Setting It Up
Once you have the Safety Rating Achievements out the way, you can now go forth and get to Level 25. If you haven't got to Level 11 yet in this game, you will get this along the way as well.
Note: There are a couple other Online Related Achievements I've not talked about in this Solution, but they are pretty Self-Explanatory, so I'm leaving it down to you all to go for them without my guidance. This is to avoid this Solution being long enough to read as it is.
Personally, I found the best way to get the best XP for Idling, is playing in "Unranked Matches".
From the Main Menu, go into "Multiplayer", then choose "Unranked". You will be given a list of which Games you can participate in if you wanted to. You are going to make your own, and make it Private with yourself, and your Dummy Account.
Press the button on your Controller to do this. Then for "Session Settings", either choose "Friends Only" or "Invite Only". You will need a minimum of yourself and a Partner/Dummy Account to to this. But you can have more people if you want to. The more bodies you have, the more XP you can get. Have your partner/dummy join your game.
If you are the Host, you need to go into "Host Options" and change some Settings.
In "Session Options", you need to change "Maximum Participants" all the way down to 2, to avoid Random Players from joining your game, if it's Open.
For "Qualifying", set it to None.
This one is Important - "Race Distance" = 25%. I'll explain after. Tip: 50% Race Distance is also fine if need be
The rest of the Settings can be left alone. You can change them if you want to, to benefit yourself. But it's not a priority.
Once you and your partner/dummy are ready to go. Both players need to choose "Ready Up". And then you will be taken into the Race.
Actual Race
It's pretty much the same as what I said for Objective 1, with the Ranked Races. This time though, you do not have to go through the Qualification Part of each Race you do.
All that has to be done like before is you need to press the button as soon as the Race Begins for your Main Account and they will start Driving around the Track for you. You then need to do the same for the Dummy Account, before they get Disqualified for Idling. Read above if you need more guidance on how to do this.
Race Distance XP: So I can confirm something about this game, which I think is Bloody stupid, when you do these Unranked Matches, as I tested it.
With Race Distance, the maximum amount you can place in is 100%. Traditionally in F1 Racing, 25% is around 15 - 20 Laps. 50% is around 20 - 40 Laps. And 100% is around 50 - 60 Laps. I speculated the more Laps you do, the more XP you get after you complete the Race. This isn't the case, because after doing a Track of 100% Race Distance that had 58 Laps, I walked away with 4.250XP. On a different track which I did 25% Race Distance on that had 15 Laps, I walked away with 5,500XP.
I have since decided to stick with doing 25% Race Distances in Unranked Matches, because 100% Race Distance would take around 1hr 30m+ to complete, and I could have had 3x 25% Race Distance Tracks done with even more XP obtained. A 25% Race Distance takes around 20 - 30 Minutes to complete. And right near the end of me towards geting this Achievement, I done 50% Race Distance, which as well gave me a decent amount of XP along the way. They usually take around about 40 - 60 Minutes.
Overall, don't do 100% Race Distance in this game. Stick with 25% or 50%.
And this is overall, the Idle Boosting Method for XP in this game you can use, should you wish to gain XP whilst you put your Controller down, walk away and let the game do all the work for you. You can even do this whilst you play on XBox 360, Windows Games, Other Consoles etc.
Additional Pointers
Everything I've said above assumes you would be doing this, either with just Yourself & A Partner, or with a Dummy Account. However if it's a possibility that you have more Bodies/Accounts that can take part in these Races, you will get more XP, if they remain in the same Games as yourself, after the Race is complete. But as you can imagine, it can be a gamble to plan out the Lobbies/Accounts and guaranteed success in winning 1st Place with your Main Account. Remember that none of the Accounts must not be Kicked all the time for Disqualification, and everyone has to Retire from the Qualification Races, before the Real Race actually begins. With all this in mind, I recommend you keep this Method simple and only give yourself enough Dummy Accounts/Players that you can all handle, without any ordeals or arguements. Me and my Dummy Account was enough for me to get a decent amount of XP anyways.
Note: Sadly whilst you can Idle and walk away from the Controller for a bit. It cannot be Boosted using a Turbo Controller throughout the Night, as the game will need regular attention, to get Rebooted and more Races get underway.
In addition to the above, the game has a bad habit of Kicking either you or your Dummy Account after a handful of Races. I sadly have no idea why it does this, but it can happen at anytime during the Races your Idling on. You will know this will happen as the Menu Music will be playing, and you will be Kicked back to the Multiplayer Menu on your Screen.
If you are planning to use this method to get the Achievement, I speculate you will need approximately 15 - 20 Hours of Idling to get to Level 25 in the game.

This is the method I've been doing on and off on the One and Win 10 versions of the game, from memory I think I was getting about 1k xp per race when doing unranked races. If I actually completed the race properly I would get closer to 4k xp, so definitely slower, but idle boosting means you can do other stuff obviously :)

Yeah, I just ended up working on some games on my other consoles. Gives you an opportunity to enjoy something different and a breather from General Boosting.

After every race, both ranked and unranked, you’ll obtain experience points that will level you up. The better you perform, both in qualifications and races, the more XP you will gain. Regardless of your skill this trophy will take quite a bit of time to obtain. Good results will help save you some time, but by far the most important thing is to simply finish your races. If you get disqualified or damage your car so badly that you can’t continue you will only get a really small amount of XP, so always prioritize finishing over a good result (e.g. if you have a ‘rammer’ behind you just let him get past).
