These are in the "Facilities" tab in the My Team home hub.
You can choose between 6 departments: Aero, Chasis, Durability, Powertrain, Marketing, and Personnel, each with three sections to be upgraded.
Everytime you upgrade one part of a facitily, it costs more money. We are talking from $1,000,000 for the first upgrade, and can be $10,000,000+ for the final one.
Remember, you need some cash for weekly costs, so don't spend it all at once.
Once you pay to upgrade one, race or advance time and it will be upgraded.
I unlocked this achievement after my first season as you get a pretty big payout (i got around $87.4) giving me enough to upgrade (once starting my second year), then advance time, upgrade to the final stage, and after advancing time, the achievement popped up on my screen.
