From the home screen, toggle 
to "Multiplayer".
--> Select "Unranked"
--> Pick A Session
--> Select "Spectate" on the left hand side once the screen is loaded
I personally selected a session that had already started to race, showing 1/18 on the status. You do have to stay until the end of the race, so i would recommend a small race unless you really want to watch it or have other things you can do away from the console. My cat enjoyed the extra attention

Haha, I wanted to get the achievement, so I did what you said, and the race ended like 2 seconds after I joined. Got super lucky!
