Facilities can be found in the second tab of the My Team Hub menu.
There are six facilities in the factory: Aerodynamics, Chassis, Personnel, Powertrain, Durability, and Marketing. Within each facility there are between two and five areas that you can upgrade with the cash you have available.
The achievement unlocks the first time you make one of these upgrades.

Can’t get this to pop

It didn't pop for me at first either. I purchased multiple upgrades for every facility. Made sure I had at least one from each, then it popped.
