This can be a funny one.
I tried this in My Team, during your first press interview upon starting up, praising my durability and powertrain units, however it didnt unlock.
It randomly popped up the next day after my first race in My Team.
I'm not sure if it's a glitchy achievement, or you have to race after you praise them, but i didn't do any press interviews since that one before it popped up.
If you're having trouble, i would just keep praising the same units over and over.

Popped for me using the automanagement features with no press or R&D features.

A very easy way to do this another way is to go to my team, get through the tutorials, and go to the calendar (overview --> activities). In between when the car reveal and the first race weekend, you can schedule events in free time; if you choose the "power and durability focus" or "aero and chassis focus", you will boost either department's morale by 50%, which popped the achievement for me.
