How to unlock the Stitch in time achievement in F1 2021 - Definitive Guide
You can do this in any career mode, and is actually relatively easy to obtain.
Throughout your season, you will be upgrading and spending your R&D points, or if you set this to auto, it will be done for you.
Once you advance to the second to last or last race weekend from your HQ and reach the Workstation, an engineer (Charlie) will speak to you about regulation changes, and to make a selection on which you want to keep.
DO NOT ADVANCE TO PRACTICE, YET.
Toggle to the R&D tab, and then on Aerodynamics, Powertrain, Durability or Chasis. You will then be on a page where it prompts you to press to 'Accept'. Do so. You only need to do this once.
Your achievement will not unlock here, so do not worry that it hasn't.
Back out, and now you may head to practice, qualifying, and then complete your race.
Advance through until you are back in your HQ, do what you need to do (fill activities, get a sponser, ect), and then Advance time.
Your achievement will unlock once time has passed :)

I might add, before the start of race weekend 9/10 I got the regs change notification (aero dpt) I had 7 parts at risk and the cost of adapting each was 200-500 on average. It popped right after accepting the investment (as adapting the part is also immediate).

It is okay to advance through practice. I did not have enough points to adapt my parts at the start of race 9. Did three practice sessions and racked up 500 points, enough to adapt one of the parts and earn the achievement immediately.
