The one thing you can do to speed up the process somewhat is to change the department event frequency to increased in the Career Settings after you choose the length of the season you want to do. You MUST have Expert has you race style to see the option, it is hidden from Casual & Standard (which I only just now realized, oops!)

After simulating through season after season and trying new things and not getting any luck getting one of these Ask The Driver events to show. It's always events for one of the R&D departments or my 2nd driver. I finally got one to show up!
I started a My Team as Newcomer, doing a full season with the only setting being changed stated on this guide, it finally popped up after simulating my 9th race.
Maybe doing a short season as a champion contender you're less likely to get one of these events? I swear I've ran through at least ten of these short seasons with no luck. Who knows, hopefully this helps someone out.

This was a bit buggy for me. Played in My Team and got to the question ~once per 10 track season. Only popped on my third attempt. Not sure if the answers have anything to do with it (I wouldn’t think so?!)
