Go to Multiplayer -> Social Play -> Browse. Ideally, find a race that only has a lap or 2 left if possible and select that race (A). Once in the lobby, hit Y to spectate. The achievement only popped for me when the race finished (hence why you want to find a race that is almost complete). I tried spectating a few other races for a couple of minutes and then quit to the menu and it wouldn't pop that way so you make sure you watch until the race is over (either all cars are finished or it times out after the winner crosses the line).

I had endless problems with this, where it constantly gave "Failed to Join Session" errors. If anyone else has the same problem, what eventually fixed it for me was turning off Crossplay (it's one of the options at the main menu), then force quitting the game from the Xbox dashboard. Feels like it can't handle Quick Resume, like a lot of other multiplayer games.
