This accumulates between Breaking Point and Career. It specifically mentions "fastest lap of the entire race", but it unlocked for me after I quick-completed one of the Free Practice sessions in a track I hadn't set the fastest lap at that time, which was Lusail for me.
Therefore complete Breaking Point and keep going in the Career mode. The faster your car is, the higher the chances are that the AI will be fastest when you're quick-completing instead of driving yourself.
Either way, the season has more than 20 rounds, so with the AI difficulty low enough, you should be able to get it in your first Career season.
