This did take a while to find out on how to do this achievement.
First you’ll need to complete Goals in the Vendors as they give you Fan Tokens. Once you have acquired 1000 Fan Tokens, head to the Garage. Tap the X button for the Engineering as it’ll bring yp the Resources, Parts, Team, Contacts & Compendium. Tab over to the Compendium and buy 5 lots of +10 Stickers of “The Drivers” worth 200 Fan Points each totalling 1000 Fan Points and the achievement will pop

there is a bug where if you tech level is over 1000 the time limited blueprints do not appear.
so if your tech level is over 1000 you will need to dismantle an item for the blueprints to be available or reduce your tech level another way.

Do the "fan liaison" goals daily in F1 world, they can all usually be done in around 4 quickfire 3 lap races in grand prix, I've just been buying a random stickers for 20 fan tokens which will also get you to the 100 stickers obviously 
Can sometimes be done in 3 quickfire races but usually 3 x 5 lap races, I usually do the 10 drs at Austria as you can get 11 done before crossing the line. You'll probably need to be doing the daily liaison goals at th the very least anyway to help with the fanzone trophy, Haas and VCARB seem to be the best choices for constructor.
