In order to unlock this achievement, you will need to get 100% car setups on both of your drivers. This can be done during the practice sessions during the race weekend. There is no guarantee that you will get 100% setups every time, so this is more of a guide on how you can work towards getting this. There will be a bit of trial and error and you may need several tries to get this. I'll show you what I do to get as good of a percentage as I can during a race weekend.
All of this takes place during practice. At the start of the practice session, you can prepare the cars for the session. Under each driver, go to 'Car Set-Up', here you will see your current car set-up as well as your driver's satisfaction with the set-up. At the beginning, there will be five long blue bars that will represent the optimal set-up range for the driver. At the start of P1, it will be long, and you will need to bring these down. To do this, you will need to send the drivers out on track during practice. When out on track, they will be a speech bubble icon on their HUD, representing how much feedback they have in regards to each of the five parts of the set-up. Keep the driver out until it says 5/5. (Depending on the driver, this could take about 25-30 minutes on track) The game will play a couple sound bytes that will give you a good idea of how the driver feels. Once you hear this, call the driver back to the pits and go back to the 'Car Set-Up' menu by clicking 'Reconfigure' in his HUD. The blue bars will now shrink, and you will be given an overall satisfaction percentage, giving you a better idea of where the set-up should be. Adjust the car set-up on the left side of the screen so that the white bars on the satisfaction window are in all of the smaller blue bars, then send the car out again. Repeat this process and the blue bars will shrink again until eventually they will show you the exact positions of where the set-up needs to be to get 100%.
During the race weekend, I send the drivers out at least five times over the three practice sessions, (Twice in P1, twice in P2, once in P3), but you can be able to fit six full runs with complete feedback, and if you do it right, you should at least be in the high 80% or 90% in driver satisfaction every time. Once you get the hang of how this works, you can be able to constantly get high percentages and then get yourself to 100%. For the achievement to unlock, BOTH drivers need to be at 100% at the end of Practice 3.

I think you just need to have both drivers at 100% before the race starts. I just unlocked it after being close enough in Q1 to tinker around and luckily got it.

It doesn't matter when you get both drivers to 100%, as long as you get them both at 100% before the end of P3. For the most part, it could take all three practice sessions to get there, but you can get it done earlier.
