Does "The Cloud" count towards this? I finished every level on Albion - without doing every split-level and the achievement didn't pop so far.

Yes the cloud counts. Also the Dark Cloud counts for the Dark Albion world equivalent achievement.

There's a total of 8 Albion levels you need to complete, and this includes "The Cloud" level. The paths you take at the end, so left or right, do not effect the end result.

Just complete all the levels on the initial Albion board to unlock the achievement.
