Personally i did this in bowerstone right near the big ol' clock tower, how i did it was i pulled out my lute and held the button and slowly but surely people started to gather around and after a minute or so the achievement pinged for me.

Thanks for this. I was trying to use the lute to get five around, and then switched to the dancing expression, and couldn't work out what I was doing wrong. Thanks again :D +1 vote.

Thumbs down because as a solution, it doesn’t explain where to get a lute or how to play it for an extended period of time. I’m coming back to this game after years of not playing it and it helps to be reminded of the controls.

Here are simple steps to do this as I got confused with other solutions
1. Go to Bowerstone Market
2. Find a place where its open such as the clock tower
3. Start doing 'Fun' Actions such as showing trophy, dancing, muscles ect...
4. You will notice people start coming towards you
5. Once you have a crowd of at least 5 people go in 'Fun' and press the dance motion and HOLD A now you will see a bar now just make sure stop it on yellow or green spot.
Voila Achievement unlocked!

Go to a town where you can pay a guy to play/sing you a song. Wait a few secs tell a group comes over and then just perfect dance away!!!

I happened to be by The Old Town Weapons Stall in Bowerstone Old Town and there already was a fairly large group at that location. I managed a perfect Dance expression and BAMF! Achievement fired!
