How to unlock the Crime Spree achievement in Fable III - Definitive Guide
This is definitely possible to get once you are king/queen as I've just done it myself.
I went into Brightwall Village and just ran up and down the hill, killing the few guards at the top near the Academy and then running back down the hill and killing the guards down by the bridge. At 250 bounty per guard, you need to kill around 60 guards without leaving this area at all, but sure enough the achievement should pop.
Took me around 15-20 minutes to get using this method and dont forget to quit out to the dashboard once you've done it to avoid the morality hit of you want your character to remain an upstanding member of the community :-)
NOTE - Following the feedback on this solution, I should add that this method only appears to work in Brightwall Village and not at other locations. I cannot verify this myself as I no longer have the game but hopefully this should save you some time trying elsewhere.

The problem is if you wait with the achievement till youre king/queen you cant make a bounty anymore.... Luckily i found out how you can still get it with that character :D.
Just join another players world :P.
Can be done with your character as player 2 in an offline game or you can join an online game.
And if youre going for the good guy with high morality... Just leave the world right after you get the achievement... It wont save so youre morality is still the same:D
Edit: the bounty amount must be done alone... It cant be combined.

It should be noted that if you join another players world for this achievement the combined total does not count. The player should themselves get a 15,000 gold bounty. Basically just keep killing guards and villagers til the achievement pops.

It took me less than a minute to get this achievement when I went for it, and was a darn sight easier than running around picking fights with people. Although I have to admit I got it before I became King, so I don't know if the problem others have mentioned would occur.
After buying one of the weapon's stores, simply enter it at night and do a quick recon of the weapons on offer. If all together their values come to more than 15k, then simply step outside and wait for the guard to leave (because you entered the shop one will come over) before re-entering and stealing the weapons.
3 weapons got me a bounty of 16k when the guard finally caught me, popping the achievement. Only slight problem with this is the blacksmith then hates you, increasing the value by 10%, but since you're getting 25% off for owning the place - not to mention the stupid amounts of money you get later on - it doesn't really bother me... and if does bother you, a handful of quests will get the man back on your side :)
EDIT : I have been reliably informed that this method does not work once you become King (or Queen) since the guard will no longer arrest you, so be warned.

Great idea, but unfortunately doesn't work if you're king/queen already. The guard just won't arrest me so apparently no bounty is accrued.

Once the achievement pops, couldn't you just quit to the dashboard so your evil actions isn't registered?

You get this by stealing, breaking into house's, and attacking guards and various townsfolk. There'll be a counter when you enter the area that displays your bounty. Resisting arrest, also increase it a small amount.
This can be missed. It has to be done, before becoming King/Queen as it appears that once you do, nobody is going to arrest you.

stormster's solution is effective,but slow.if you want to be quick stand in brightwall.preferably on the sloped path leading to where you get the chicken chaser quest.kill both villagers and guards.now this spot is a little riskier then storm's.because you can get easily surrounded,but you can rack up the 15,000 bounty quicker.either of the other solutions will work also,but they will take longer.
In my own experience (and for other people), this cannot be achieved after you have become Ruler since it seems that the guards will not arrest their own King/Queen, so get this out of the way before that happens. If you miss your chance, this guide helps you get it quickly with a new save. Some people have been able to get this after becoming the Ruler, but this is still the fastest way for a new game.
The earliest point at which you can get this is Brightwall after you have gone through the Reliquary. This is because you cannot turn off safety unless you are wielding a weapon right next to a villager, and you don't get your weapons until you go through the Reliquary.
After that, just go to a villager, take out your weapon, turn off safety (press DOWN on the D-Pad), and kill them. You will become wanted and guards will attack. If you go for this achievement at the earliest possible time, then guards will take quite a few hits to kill. The solution is to use a flourish (hold X, move the left stick in the direction of the guard, and strike once the controller rumbles). The guard will be thrown to the ground, then you just run up to them and press X to stab them on the ground for an insta-kill.
Each guard you kill gives you 250 bounty and killing a villager gives you about 10 bounty, so you can see there's a difference. Also, sometimes if you kill a lot of guards, a new wave will spawn and come to arrest you, prompting the "Resist Arrest or Pay Fine" option to come up again. Just make sure you don't pay the fine, otherwise you'll have to start again.
Enjoy the 10G and your new pale complexion! You know, 'cause you're evil now.

I found this to be one of the easier achievements. I went to Bowerstone Industrial area and ran back and forth on the bridge killing soldiers and people as I went. Then I would quick travel somewhere else and return right away killing as I go. Only took about 10 minutes. One plan is to let the guards gather around you...click on resist arrest and...blow'em away! Once you obtain over 15000 bucks on your head simply pay the fine and all will be as it was and the achievement will pop.
Solution for co-op:
Probably a good idea to save the game before doing this. Go to any town where you can play the lute. Start killing people, and then resist arrest. Have your partner start playing the lute. Kill the crowd that appears.
Stop playing the lute and start playing again, killing the new crowd. I'd recommend both players quitting out to the dashboard after you receive the achievement, just in case.

As others have stated if you have completed game, you won't see bounty counter. What I did was join my friends game (he was King/Queen also) and started killing spree in Brightwall Village.
Because I was in other players world I got counter and could easily track my progression. After all villagers and guards was killed I had only aprox 7000 bounty. Nobody spawned for a while so host pressed start and went to Road to Rule. After he exited Road to Rule, 4 guards and some civilians spawned. I killed those and counter didn’t reset so host went back to RtR and we repeated process couples of times until I got enough bounty for achievement. Then we switched host and did it for my friend.
Going to Road to Rule might work on solo too, but you can’t see counter so I cannot test it as I got achievement already.
Hope this helps those who run out of villagers or guards to kill.

If you don't want to go with a combatant route or if your not far into your game and dispatching the guards takes a bit of time a faster way(albeit less fun) is resisting arrest repeatedly.
Break down a door or window or do something that warrants arrest and wait for the guard to arrest you then choose the option to resist. As soon as possible press up on the D-pad to surrender before the guard(s) starts hitting you, which will give you the option to resist arrest again. Continue to repeatedly surrender and resist. Each resist attempt will net you a 20g bounty and can be done 2-3 times a second if done fast. Watchout though if either of the other two options are picked your bounty will disappear and you'll have to start from the beginning again!

If you are already king/ Queen and have trouble getting the guards to spawn in what I did was join a friend's game and had them start playing the lute that would spawn 2-4 villagers kill them then your friends quite and starts the lute again
