When playing as a male character you can get this during an optional quest in Brightwall in which you are tasked with finding a missing play. The quest givers are found just outside of the Brightwall Acadamy. The dress will then be provided during the quest.
When playing as a female character you will get this during the second storyline quest after leaving the castle. It's the one where you sneak into a mercanary camp. Again, the outfit will be provided for free during the quest. This time right at the begining.

If you have downloaded the DLC pack that came with all new copies of Fable III, you will receive the Highlander clothes for both man and woman. Simply accept the clothes from the "Gift" section in the Sanctuary and put on the opposite gender's clothing and there you go.
Added info: The Highlander clothes are also available in the Sanctuary shop once it is unlocked. The clothes cost 160 MS points each, but if you want this achievement ASAP, this is the fastest option. Also, make sure you buy the clothing for the opposite gender, since the men's and women's outfits are sold separately.
