After you go through the town of Bowerstone fighting off guards (I dont think you have to but it helps with the killing enemies with magic/range/melee) you will get to the top and the door will blow open by the dwellers. After that a cutscene appears and you grab the achievement when it tells you you are ruler of Ablion. This is also story-related so it can't be missed.
