This happens when you've ruled for one year as king of Albion, and the darkness stuff you met in the desert...
I found the easiest way to defeat him was to use the blades and electricity combo spell, because the blades teleport towards him, and follow him when he teleports. The electricity also stuns him not allowing him to attack you that much( I don't want to say he never attacks you when that happens, at least when I attacked with this he never attacked me, but I'm just saying this to make sure) It took me around a minute to defeat him using this strategy.
This also helps if your magic is upgraded to level 4 or higher.
Also Just repeatedly tap B. Do not charge it up, just keep on tapping B that is all.Keep a health potion with you just in case

+1 on the Blades PLUS Shock combo - works very well. You can charge up if you dodge out of the way at least twice.
Dodge - Dodge - Charge up about three levels - Fire!
I took Walter down in about a minute without getting hit.

It took me just two potions and less than 2 minutes to defeat him. Good luck!
**EDIT** - As Instantmash says in the comments, this is much easier, and much quicker if you have purchased most of the chests on the Road To Ruin.
On my second playthrough (I missed Tough Love), I focussed on buying the ranged weapon chests, and took down Walter in less than a minute with a pistol, although I can't remember which at the moment.

i would add it depends completly on where you are in the game to how hard this is, i opened all the upgrade chests and used only a pistol, took about 30 shots with a bit of rolling to avoid his earth type attack, and didn't need any potions. Definately worth farming gold and getting crests before doing this as you'll probably be so disapointed you'll never touch the game again.
