This is one of three (major) endings to the game. You can get this in the last (non-epilogue) chapter called "Final Countdown".
In this chapter you will have to fight The Oracle (depending on other choices, possibly before or after the AI). You will unlock this achievement by losing the fight. This includes letting the timer run-out on Carla if that option appears.
To get the other endings you have to restart the chapter from the beginning.
